The soapy part is of course normal if you use soapy window cleaning fluid. Water is the best option, IMHO.
Mine shoots onto the window, so I would say yours is not working properly.

yeah... it's a little nub thing-a-ma-jig on the top of the back window...
...i only use it to possibly amuse the people behind me...
one more thing i want to do is remove the wiper and plug the hole... it's kind of annoying trying to clean under it since it doesn't raise all the way up like the fronts do...

I used it the other day when some a-hole behind me kept trying to pass me...doing 55 hit the spray button and doused his car with a little spray...nothing really significant, but funny nonetheless.
