lemonman: you were close, that's html code you posted. the thing these types of sites need is something called bblcode. there's a huge language of it available.

the problem, inquisitive, is the storage space. at least through linking you can avoid having to store each photo in your database running the forum. mostly you pay by the amount of access, and photos can be a huge cost.

yeah, I know it's HTML, which is not code. It is a now cruddy application of Standard Generalized Markup Language (SGML).
I wasn't sure how this forum was written. The forums I have written store posts without modification and go through a minimal bit of parsing before being added back to the response stream.
