The F1s are in the Max Performance group, whereas the RE-01Rs are in the Extreme Performance group. The Extreme Performance group is supposed to be the most performance-oriented group that is as close as you can get to R-compounds without giving up streetability.
Also, did you see this statement:
"For the first time in our test history, the Potenza RE-01R allowed a driver to exceed 1g (1.003g) on both of his laps on the dry skidpad with our stock BMW 325i!"
BTW, this article shows that even the Potenza RE050A Pole Position (a Max Performance tire) was quicker on the test track than the F1s. The Pilot Sport PS2 was the fastest overall by a hair on the dry track. The Potenza RE050A Pole Position was the fastest on the wet track.

Although I'm sure the F1s are great tires, I highly doubt they "outperform all the rest", especially tires in a class above them.
