engine vibration

Okay, it's on my 4-cyl. 90 Camry. Not on one of our 4 Z's.
At around 2100 to 2300 rpms I can hear a drone and slight vibrations after that. Out of gear or also in any gear. So, it must be engine related. It gets a bit better but never goes away completely when the engine is thoroughly warmed. Really bad when cold to very cold. Car has about 170k on it (original clutch). I suspect hardened (dried up) rubber in the balancer since we are in New Mexico.
Timing mark has not slipped yet.
Professional oipinions please since a new one always costs a "bit".

When was the last time the timing belt was replaced? Does it have balancing shafts inside, have they had their belts replaced at the same time?

No balance shafts in a 3SFE.
Belt, tension roller and guide roller was replaced at 120k. So it's due again in 10k. I replace all of it every time because those bearings feel really dry after 60k. I know that the water pump is due this time too (timing belt driven).
