Q:
Is there such a thing as a full time autoX track for public use? I know Tire Rack has a test track they offer for autoX events, but is there one somewhere that can be used by anyone, anytime? I just thought it might be cool to a big ol' slab of tarmac dedicated to autoX, for anyone to use whenever. Good to practice, set up the car, etc etc... Any thoughts?

No, there is no such thing by definition.
An autocross track is different everytime, so by the pure nature of the format there can be no permanent track.

I'm sure there's one somewhere, but most dedicated 'tracks' regardless of size or configuration run a schedule, so I doubt there's one out there that 'anyone' can use 'whenever'.
The most likely way to solve this is to find/make a friend that manages a store/business or industrial space with a large parking lot that will let you setup your own track during 'off' hours and tear up their pavement!
If anyone in the Bay Area fits this description, I'd like to become your friend! ;)

Ok, so not a permanent track, but a permanent space in which to set up different tracks. Kinda like WW said, just not during only off hours. Again, I think that would be pretty cool. Just wondering if it exsists.

We're pretty lucky here in D/FW.....there is a facility in Mineral Wells not far West of Fort Worth that has an old helicopter parking lot, 44 acres. Just about on any given weekend there will be a club out there. SCCA, ER, BMWCCA, or PCA all have events out there.
But, there is no such thing as a permanent autocross track. There may be a facility that holds them regularly, but by format, every autocross is different.
Setting up some cones and getting seat time may be what you are after. In that case, you can setup skid pads, sloloms etc etc etc one at a time in a small area and practice. Like WW said, find a place where they don't mind you doing that and you're in....good luck!!

Most circuits have a skidpad that they will privately rent out. Get a group of about 5-10 buddies and have fun! I know Buttonwillow's skidpad is VERY affordable. I go there on occasion to test out new cars. Hell, to rent out their entire circuit is reasonable too.
You can also try the mountains and canyons if you know what you're doing. Right now it's the off-season . . .
When my uncle had his Cesinas at Santa Monica Airport, I'd go there and drive.

Nürburgring is available to anyone who wishes to race for 5 euro a lap. Too bad there aren't any places in america like that. That would be really awesome.
