This has been done already - When I worked at U-Haul, some of the trucks had governors with pedal-pushers on them. If you were full throttle going up a hill @45mph, crested the hill, and got over 65 on the downside, the actuator would actually push the pedal back up.
And my family had a Buick 225 in the 70's that had a needle on the speedo that you could set at any given point - when you passed that point, there was an audio chime that got progressively louder the faster you went.

sometimes its real easy to just drift up +15 mph and not even realise it until you see a cop sitting on the side of the road with a radar gun pointing @ you. i was surprised how easy it was in the Z of all cars, on a long stretch of (what i thought was empty) road, out in the middle of nowhere. its only a matter of time before cars start driving themselves. then were going to be modding the speed @ wich the doors operate and windows roll down.. "oh yeah, just upgraded my window motors to the new brushless closed to 10" open in just less then .50 seconds."

In my Z it is very easy to accidently speed especially if others around me on the freeway are speeding. Another problem is when you get hit with a strong tail wind and you don't notice how fast you are now going or of course cresting a hill and forgetting to lift your right foot would do it as well.
Well if you are speeding in this car that won't allow you to speed and you are caught speeding can you blame the car?

I don't know if it's the gas pedal on my Z, or if the car has had engine work done or what, but there is no happy medium to mine. Either I'm just barely poking along or accelerating to redline.

Lets fix the problem. I have a novel idea teach people how to drive. It would (a) reduce accidents (b) reduce deaths (c) make it safer for the rest of us and finally (d) reduce the revenue from traffic tickets. Since (d) is a problem forget about it.
It would be funny if it weren't true.

Inattentive driving: casually going downhill along a 4 lane on Sunday morning with no other traffic. Get a ticket if you hit 40 because unposted speed limit defaults to 30. Speed trap. Fu k the police.
