It's nice to see ecologically minded car customisers.
Obviously those long pipes are to get the pollutants farther up in the air faster so pedestrians and people stuck in traffic don't have to breath the exhaust.
Now if they would put electic fans on those tips - there wouldn't be any pollution - it would be disipated to fast to be measurable.
