Send in some photos and a description of the vehicle with a list of modifications, or whatever on the vehicle, to the moderators---see link elsewhere.
They are starved for submissions and when they run out, we get a "repeat" COTM because nobody sent in anything new...
Not really revealing any secrets here I hope---it "looks prestigious" but it's kind of like that Brady Bunch Episode when Gregg becomes a Rock Star "Hey, you fit the suit, man!"
