Sure, you wait a lot, but most events are run pretty slack, so you can get to any place you want for a good shot.

Most events in the US and WRC are not slack at all and have specific spots for spectators. (been a while since I have been to a Canadian rally so not sure what they are doing these days). A couple of spectators were killed a few years ago and it changed spectating drastically in the US

It isn't go-anywhere, there are spectator-specific areas, but getting where you want isn't so hard. It is slack compared to F1 or other similar events, though. That's what I meant. If you exert normal common sense, you're safe other than abnormal instances like crashes, and even those can be avoided by not standing in places where cars look like they would be going.
