That is Ricky from the Trailer Park Boys, a Canadian Institution. They have a movie out right now produced by Ivan Reitman. Haven't seen it, but I want to. The series is actually very funny with a strong cast of misfit characters set in a trailer park on the east coast of Canada. You can probably torrent episodes or buy it on DVD.
The early seasons had no budget, but as years go on their popularity increases and the production quality gets better. From what I understand they have a cult like following around the world.
It usually takes people a bit to get into it, but once you do, your hooked. Watch a few episodes and you will either love it or hate it.

I heard on the radio today about nobodieswatching.tv. I guess it is all the rage, need to see that as well.

I started watching that Trailer Park Boys a couple weeks ago after someone at work told me about it....it is funny....in a weird way though...Canadians, what can you say?
