can the ECU dump tell if the car has been in accident of any kind (accident most likely will show an abrupt in deceleration if it's moving accident, i.e freeway, unless if the car is in park and someone hit, of course, ECU can't record it even if it's capable)?

not that I know of, it only monitors things when power is on..
