Q:
Just our of curiosity.. has anyone had to change a bulb in the rear bumper light chamber (i.e. backup light, turn signal)?
If so, do you have to remove the bumper to access the lights or is it do-able by removing some of the undercarriage and just reach your arm up there to access the light harness?

You have to jack it up and remove the wheel and remove the front half of the fender wheelwell liner in order to access the back of the headlamp. Some folks (including me) can stubbornly do it without removing the wheel by turning the steering all the way to get the tire out of the way, but it makes the job more difficult than it needs to be if you have access to a jack.
The headlamp itself cannot be removed without also pulling off the front bumper cover. The wheelwell method is recommended in the factory service manual. It doesn't take too long so long as you have a floor jack and a good lugwrench or impact. Jack up the car on the jacking point (the metal tongue in the opening in the plastic rocker cover just rearward of the front wheel) by placing a small 2x4 on the saddle of the jack so you can precisely jack up just on the metal tongue and not crush the floorpan or the rocker cover.

yeah i've been wondering how to get to the front blinkers also and while i'm there change those fricken yellow halogen bulbs that light up the headlight...
