It's all at the flywheel. BHP stands for brake HP. 1BHP is equal to .986HP. BHP and HP are so close together that no one really looks at them as different.

That's a pretty cynical observation. The real reasons are:
1) It has been the convention for reporting US vehicle horsepower 'forever', predating chassis dynos.
2) One engine may be used in several different vehicles with diferent transmissons, drivetrains, exhaust etc. It is less confusing to use the BHP value rather than to constantly answer the inevitible questions: "Why is my Devo with the 1.4 engine having less horsepower than the same 1.4 motor in the Cleevo?" "What can I change in my car to get the same horsepower, you cheated me!" Ad nauseum....
