solidus...I would recommend cleaning off the rust area with Scotch-Brite green scour pad and then apply a mixture of water & kerosene over your chrome rims and leave on wet during the winter. I'm not sure where you live. After winter do the same procedure but then dry towel shine. The kerosene & water mixture will definitely remove tar, bugs & etc. But it will also protect your chrome finish just don't apply it to glass or rubber surfaces! Wear rubber gloves when doing this. lol
My SB ZR still feels like HEAVEN....what a wild ride!

i've always used some sort of chrome cleaner... i have a bottle of NAPA auto parts brand chrome cleaner and it cleans damn near anything. I've cleaned a Brass Zippo lighter, my stock exhaust, a wooden table (BTW it stripped the finish, my intent), a set of plastic wanna be crystals, and god only knows what else. and i plan to get more but just not right now.

good thing i don't use it often on my car... i tried once it got it pretty clean except the black residue on the very bottom of the tail pipes. i didn't scrub at it. but i'm sure it'll come off. I lost my NAPA bottle somewhere. but don't use that much, don't soak your chrome in it and then clean it. use like a quarter sized amount and spread it on a semi rough cloth. I have a cloth shamois that almost feels like wool. it works really well in cleaning most surfaces.

I have a little different solution for your problem. Try this no BS...
I use Scotch-Brite disposable toilet bowl scrubbers to keep my wheels clean. Yeah, I know, no toilet bowl rings, this really works!
The scrubbers fit on a slender perfect handle that makes it real easy to clean the inside of the wheel, and the scrubber pads remove all the grim, and brake pad crap (no pun intended). One scrubber pad will last two or more washes, and when it wears out, just throw it away and stick on a new one. The other good news is this is cheap and works!!
The outside of the wheel is easy to clean, just use soap, water, a brush and some elbow grease.
