Clownsrus - Technically, yes, if you wanted the best possible heat transfer it would be necessary to remove the paint and put a thermally conductive interface between the two surfaces similar to as is done between a heatsink and a CPU. However, since the steel backing plate of the brake pad is such a poor thermal conductor to begin with, I do not believe that the paint will be a significant problem.
