Quit watching movies. They are bad for you. Such device does not exist, there are simlar things that somewhat do the same thing, but differntly, but they do not shoot out and stick into your car.

lol, the closest thing to that i can think of is ESD (electrostatic discharge). I know there's more to it but from what i know it shuts down computers and electrical hardware and silentchamber's right cos movies can exaggerate so don't believe everything you see
