95 Plymouth Voyager Oil Dipstick Problem

I own a 95 Plymouth Voyager w/ the 3L engine. It has 110K miles. The problem I have is I'm unable to get a good read on the oil dipstick. What happens is when I try to read it, oil is smeared along the entire dipstick and it's impossible to tell exactly what the level is. Is this a symptom of problems? Any ideas?

Do you check the oil when the engine is cold, or after it's been driven? Be sure to always check the oil when the engine is cold, before you drive anywhere for the day. Also, make sure you're parked on level ground while checking, even a slight incline can skew the oil level.
