Hey, I just got my block from the machinist, he said it was covered with some stuff to prevent rust... well after 3 days I have little dots on the cylinder walls. They are only in one cylinder, and only up top... the block was bored and tq honed... do I have to rehone it again? or will the rings set properly?

try wiping it off with some rust desolver. If it doesnt come off you should be able to hit it with a block hone and take it off. You should allways liberally cover a motor in oil and seal it up in a tash bag or alike while your storing it to be rebuilt.

Rust after 3 days is nothing. Just rub it a bit with some WD-40. It will dissolve the rust and coat the metal to prevent more rust.
Cylinder walls can tolerate quite a lot of rust from sitting, without damage. Often people park their car for months at a time, then start them up with no problem. The rings can easily scrape off mild surface rust that forms from this kind of sitting.
Personally, I have let engines stand for 6 years at as time, without any kind of prep, and they start without difficulty due to rust.
