I was just wondering if any body knew if the TV cable adjustment end should move in out the same as the throttle. In other words when the throttle is not being pressed should the TV cable end be flush with the bracket? When I shut off the car and look at TV cable the silver part of the cable is extended still. Should the cable go in and out with the push of the throttle? My cable does not seem to be returning, it doesn't seem to shift into passing gear.

The TV cable is very important, improperly adjusted it will smoke a trans in no time.
I have a 91 Jimmy with a 355 swap so I've got to play with this a bit getting things adjusted.
Your question I don't quite understand but the cable should have no slack or be loose at idle position, there is a spring in the tranny pulling it back. The cable has a ratching adjustment, if you look behind the mount point you should see a metal lever, pushing this in will allow you to push the nose of the cable housing back into the cable mount. From this position you go into the vehical and push the accelerator to the floor, this will pull the cable out and ratchet out the outer housing to the proper lenght. This should give you the proper shift points.
A test to see if you have it set properly is to slowly accelerate until you shift into second gear, then floor it and it should down shift to first, if it dosen't the cable needs adjusted a click or two one way or the other, or the tranny has a problem...
