O.K. here's the story. Last night I was trying to sleep, just tossing and turning and couldnt stop thinking about this damn thing. "What am I going to do!?!?!" I search the net for a good couple of hours not really finding what I needed. I didnt even know what the damn thing was called so at about 1:30 a.m. I got my ass up and took a pencil and paper over there to get a better look at the damn thing and write some info down about it. (When I first discovered it on there I was so pissed I just left and didnt even inspect it) I wrote down a few things like the name of it, ect...
Then I wanted to get a good look at the rod that went through the tire. I looked at the inside of the wheel and noticed there wasnt a rod that went through at all...just a hook that grabbed the inside of the rim. SWEET!!! or so I thouhgt. I reach around and grap that big circular pad and pulled it back a bit, and it felt like it could just slip right off...no go, almost, but no matter how hard I pulled the **** it wouldnt budge!
BUT...i had an idea. I needed a buddy to help.
I could pull the pad away just far enough to get OEM lug wrench in there and unbolt the rim from the hub!!!! TAH DAH!!!!!!
threw the spare on and said PEACE BEEATCH!

Actually, it may not be illegal. If it was a private campus and the boot was put on by private security, NOT the Police or one of their 'designated' appointees, then he actually may have done nothing wrong.
He didn't damage the boot by cutting the lock or the boot itself and he did not remove their property from the location in which he found it. Therefore, no vandalism or theft occurred.
If the school is a not-for profit registered 5xx charity, I would claim the wheel and tire that I left as a donation and write it off on my taxes!

Ha! You bring up some good points there. I remember once seeing someone just driving down the road with one still attached to the wheel with sparks flying everywhere leaving huge scrape marks on the road. It was hilarious, wish I had got a photo of it...

Well if I were to even consider parking in a spot where I knew that I would get booted, then I'd probably prepare by bringing a butane or portable acetyline torch with me and dismantle the boot as I saw fit. Cut what I needed to cut off/from the boot to remove it and leave it in a nice little organized pile in the parking space (after I wiped off any fingerprints).
Part of the car prep would include a removed (or fake) license plate and cover up the VIN plate on the dash.
It's only illegal if you get caught.
If the cops still catch me, then more power to them, as they have more than just Barney Fifes and Officer Wiggams on their squad.
I'm really suprised I haven't heard any stories about people cutting or torching boots off their vehicles.

My roomate got booted and the jerkass didn't even get it locked on properly so we just pulled it off and kept the boot. They haven't called about it, so they aren't getting it back. And some poor ricer with a huge wing is getting booted to hell in a city that isn't where the boot came from.

Yes - what he did was illegal even on private property.
If you have to pay to park there - and you got out with out paying -
then that is theft of service.
Removing the boot is vandalism or obstruction of justice or however that jurisdiction defines that act.
Of course they have a description of the car and the plate. If he parks that car there again - expect the car to be gone and in an impound lot.
If they're really mad - I assume he goes to that college - don't expect to stay the semester without paying all the fines - or
don't expect a refund on the tuition paid.
The admin may not go for criminal charges, but the campus security or police (police is public law enforcement even on private campuses) will not be amused.
They will strike back.
What may seem cute and justifiable "sticking it to the establishment" may be a lot more trouble than college kids realize.
I have worked college security (police) and I've seen young people ruin their lives and careers right from the start by being to smart for their own good and playing games with a system they don't understand.
Commit a felony and kiss a professional career good-bye.

Pretty funny. He didn't damage the boot, so no destruction of property. The car was registered to his friend that moved to Switzerland so it will take them a while to track him down. Unless they have been watching him or pass the ticket info along to the DMV he'll be okay, but I wouldn't drive that car within 10 miles of that school again. If he does get caught then he will be paying a lot more than tuition to graduate. This is the point where I pull my official transcripts and transfer before the $hit hits the fan. Though the story and the picture are priceless.
