Always thought that the Barchetta was a fictional car. I had even heard it was based on a MGB.
But Fiat and it's parents Ferrari have built the Barchetta.

That's correct, it's like the Lincoln Continental an the Bentley Continental. They have no connection at all. It's just the same name.
Fiat actually owns Ferrari so that would make Fiat the parent company (they also pwn Alfa Romeo, Maserati).
PS: Fiat is Italy's largest private sector employer.
