My 99 Bora has a noticeable judder from the front/steering wheel tremble when braking, the front discs are around 15k old but look fine, the pads are very low though and are getting replaced asap.
I notice that one of the wishbone bushes is knocking quite badly on the front, could this cause the juddering when braking, or are my front discs shot?

could well be discs.
check situation after you've changed the discs/pads!

Worn bearings etc. can cause discs to wear unevenly, or warp slightly.
New discs will be ok for a while and then it will go back to the same.
So could be a bit of both tbh.
