How would you diagnose piston ring wear?

As per title really, how would a garage diagnose piston ring wear? Just want to check i'm not being bluffed here for a massive bill! Car uses about 1 litre of oil per 1000 miles and is a bit smoky.
If it is piston ring wear then i presume thats new rings, perhaps a rehoned block, head gasket, oil pump, camblet and tensioner as a minimum? If so what sort of idea on price to do the work?

It would use lots of oil like you say, and the compression may be down on affected pots also there could be fuel in the oil.

whats the milage...chances are valve guides would be worn first

Get a leak down test done that will tell you if the rings are Donald Ducked.

Compression test will highlight a problem but won`t tell you what exactly it is.
Head off is only way to know 100%

Do a compression test first (whith a cold engine). Record the results and then pour a drop of oil into the cylinder and repeat the test. If the results are significantly different then the piston rings are worn.

another indicator can be excessive oil in the breather system due to blowby. check where the breather pipe goes into the airbox, slightly oily isn`t an issue, if its drowning then its likely the rings aren`t too healthy
