got a starter that sometimes turns but doesnt engage with the flywheel
dont want to spend on it unless i have to
is it likely it needs cleaning up or the solenoid replacing?

When my solenoid was dirty it tended to stick and grind on the flywheel after starting - i looked into repairing it, but it didn't look overly simple, so I sourced a replacement.
