Hi,
I had the exact same problem on my 8v digi.
When you mention disconnecting the temperature sender I'm assuming you're taking about the 2 pin plug that is connected into the water tube. What I see happening is your isv is either fully closing or fully opening, hence the idling at 3000rpm (valve open) or 1000 rpm (valve closed). Did you buy a new isv? Reason I ask is many used ones are faulty...
The quickest way to tell if you isv is working is to turn your iginition on an feel the isv (with that temp plug connected!). If you can feel it vibrating then its working, you may have feel the isv while someone else turns the iginiton on as I can't recall if it vibrates for a few seconds or constantly.
If you did buy a new isv and it dosent vibrate then check the micro switches on the throttle body are working, there's a closed throttle position and an open one. I found these switches affected my ISV (check with a test meter and once happy test they click when throttle is opened and closed. If it still dosent idle its your ECU and again many used ones I tried were faulty. You'll have to either stump up the cash for a new one or get a recon or just keep buying them from breakers until you find one that works.
The other thing is, you may have to reset the air bleed on the throttle body to obtain the correct hot idle speed (warm engine) but only do this when you know the isv is working.
My car didn't idle due to all of the above
Hope this helps..

cheers, i have tried 5 second hand isv. i have got a spare ecu from one of my old golf which i could try, but what are the micro switch's is it the little switch which sits at the back of the throttle body with two scrwes in the top of it and two wire's at the back of it.

Hi,
Yes that's the micro switch. Its a crude throttle position sensor if you like. One for closed and one for fully open. Their position is adjustable
