Isn't it bolted to the wing, liner down, hold it underneath and undo the bolt holding it down on the top, thats how you do a mk2 polo anyways....

yeh did this recently. Take wheel off, unscrew the wheel arch lining and then you can unscrew it from the bottom (last bit can be quite tricky). This was on my mk2 driver anyway
